In the offer appearance of Upsell WooCommerce Order Bump you can show offers in two types the one is Simple Offer in a static format and the other in the form of a pop-up. Whatever suits your users you can use as per need.

With the enhanced setting you can choose whether to show a popup or not using the radio button.
