If you are looking to Exclude Points On Delivery fees and Tax Amounts, you can do it with Points and Rewards For WooCommerce Pro.
You can go to Per Currency Points and Coupons Settings >> Disable Per Currency Points Conversion which will exclude delivery fees and prevent customers from earning points on Delivery and Tax amount
