With the Multivendor plugin, the admin can easily create wallets by going to Users>> Manage User Wallet and if he wants to Allow Vendors To Manage Stock For Refunded Products, then he can go to Settings>> RMA WCFM>> enable the option to manage Stock For Refunded Products.
